Arizona Cannabis Law Updates
A new law requiring cannabis testing takes effect on November 1, 2020. Before a cannabis product can be sold in a dispensary it must be tested by a certified, independent third-party laboratory. Testing parameters include unsafe levels of heavy metals, microbial contamination, growth-regulators, herbicides, pesticides, fungicides or residual solids.
A voter initiative is underway in the Grand Canyon State to legalize adult-use sales. Smart & Safe Arizona is leading the effort to legalize the sale, possession, and consumption of one ounce of marijuana (5 grams can be concentrate) and up to six home-grown plants for adults age 21 and older. Arizona NORML is also helping the effort. Executive Director Mikel Weisser said, “We hope to have the 237,000 required signatures by May and get the campaign going shortly after.” The Smart & Safe Act includes a social justice element to eventually expunge prior cannabis convictions.
2020 legislative actions also include:
- Permitting students access to medicinal cannabis in K-12 schools.
- Ban the use of certain pesticides in cultivation.
- Permit the Arizona Department of Revenue access to select records of medical cannabis dispensaries to ensure compliance with tax reporting and collection requirements.
- Adding opioid use and autism to the state’s list of qualifying medical cannabis conditions.
- Another bill would expunge cannabis possession convictions for less than 2.5 ounces of flower.
